Shachar Frank received his B.Sc. in chemistry (magna cum laude) from Tel Aviv University. Shachar studied as a Howard Hughes Medical Institute Doctoral Fellow and a Fulbright Scholar at the University of Illinois at Urbana-Champaign, where he received a Ph.D. in Physical Chemistry with Nobel Laureate Prof. Paul C. Lauterbur as his advisor. He received an MBA (magna cum laude) from Tel Aviv University.
Shachar was the Director of International Affairs at EL AL Israel Airlines, the CEO of a public company traded on the Tel Aviv stock exchange, and the CEO of a private company. He lectures at Tel Aviv University, The Leon Recanati Graduate School of Business Administration and does consulting work. He is the Chairman of the Teaching and Research Faculty Organization at Tel Aviv University.
